Special shipments
Everytime I come back to Haven, there's a special shipments waiting for me in a random building and I would go collect them and it's just junk. Why does this happen? Can I make this 'special shipments' stop spawning?

It's an RNG lootbox- depending on how many trials you got running the chances of it getting something go up. It's the same one the DLC promo items show up in.
As for stopping it completely, nope- just ignore it or enjoy the free gold bits from selling the junk.
