Customization doubt
Alright, straight to the point: Is it possible to add external paints and customization for the car?

I'm a fu**ing Weeb as you can see and now that I got my hand on a '90 Japanese car I'd like to stick some Anime girl on it so I was wondering if this game is moddable in that specific way.

Frosty Editor lets you import custom textures, which will override existing decals. You can also make decals from scratch by using a bunch of shapes and other decals and stacking them. It's time-consuming though and the limit per side/surface is something like 80-100 layers, supposedly. If you're not intending on playing online and wanting to show your decals off just mod the game.

One more thing, for anyone else reading this I guess:

Make sure you get your NFS Heat key for Frosty Editor (you can find it online) and to also use not use the right click > export/import options when using the program. Always use the export/import options at the top of the program, the toolbar. Using right click to export/import files is broken, at least for the version I have, which is 1.0.6 beta 5 or sth like that.
