But the map is a bit smaller and the story is shorter, there was quite a bit of cut content.
Now
-Unmodded, yes, Heat is better (albeit shorter and smaller).
-Modded (upgrade system with no bs), Payback has more content in terms of campaign and map.
Personally, i like Heat more, the style, the map and the night/day loop are more entertaining. Add some NFS Heat Unite and it goes top.
(Note: played both on consoles)
Yeah been having a blast with Unite mod. Car grips on the road like crazy.
