if you go off the one that leads down into the raceway it can be very easy to get rid of cops and if you just keep doing the jump over and over you can lose and crash all of them
but i have to agree cop spawns and behaviour is abnormal. 180 on the road. spawning way too close. and if you get detected at heat 5 you get spawns all around you.
In the beginning, you gain heat quickly and subsequently, the cops get harder quickly as well, but since your car isn't up-to-snuff performance-wise, unless you've already known the locations of the jumps and know some evasive driving, it's quite certain the rubber-banding on the cops would end up busting you.
But once your car is at a certain level, the cops become easy to outrun, and they only become an issue when the game decides to just throw a ton of them at you.
I feel that much of the issue comes down to the vehicle health mechanic. Not the sheer existence of it but how inconsistent it is. You can smash into a semi and have it do nothing at all but a cop just giving you a love tap causes you to lose 20% health.
It's a shame because the police system was pretty much perfect back in 2005. Heat's cops are certainly much better than Payback's (though that isn't saying much), but I keep feeling that the cops were either extremely annoying/frustrating or didn't even offer much of a challenge, with no happy medium between the two, where the cops put enough of a fight to get your pulse racing but not so much where the cops tend to win the fight.
And since this game will not be getting more updates, this is what we're left with...
