Controller: No real difference
Keyboard: Who uses that anyway :D Controls just as crappy in both
Steering Wheel: Forza has better wheel support. Didn't need to adjust anything with my Thrustmaster TMX Pro, NFS Heat was annoying to get it right on the other hand (as annoying as the old Grid games, tons of trying and configurating)
I don't even know what you mean with "pc controls". Maybe learn some proper english like the rest of us?
Forza has better Wheel support across the board, controller is the same as it's streamlined with XInput anyway, obviously there's no difference.
