Go back, so your address RN should be whatever your local is, AppData > Roaming
Click AppData, backing up a folder.
Open Local
Delete EADesktop and EALauncher in it's entirety
MAKE SURE YOU RESTART, you actually have to restart for this to work.
I only have folders in ProgramData and Local: Electronic Arts/EA Services, folder License. I deleted everything, rebooted the computer. Unfortunately, it didn't help. I don't have an EA Desktop folder in folder Electronic Arts in ProgramData :(
take ur overclock off and you will see fps gain.

I was advised to check the computer for viruses (I already checked it, no), reinstall the NVIDIA drivers (did it too), and clear the Origin cache. Unfortunately, didn't help again.
I'm going to back up my SSD this weekend with Acronis TrueImage, and clean Windows 10 and Need for Speed Heat, and try to run. If the picture is the same, I will recover from the backup, if 60FPS, then I will reinstall the programs on clean Windows 10.
Maybe my i7-3770K is not dragging the game.

I tried to play Heat and got 100FPS without VSync. So the reason is software, my i7-3770K is still dragging.
I will roll back to the backup, uninstall Origin via Revo Uninstaller, remove various third-party software that hangs in startup and set up other experiments, including with the complete uninstallation of NVIDIA drivers.
And also removal of Origin via Revo Uninstaller with the removal of leftovers (cache) and re-automatic installation by Steam from the Need for Speed Heat folders.
In addition, these possibly optional actions were made, which did not affect anything.
1. Kaspersky Anti-Virus was reinstalled.
2. All Microsoft Visual C ++ redistributable components were removed and only those that came with the NVIDIA, Origin drivers and the game itself were installed.
Now 100FPS without VSync, with 60 enabled, like my monitor.
