Need for Speed™ Heat

LOW FPS all time
I have 30-45 FPS ingame all the time, the menu is 120-700 FPS.

Does anyone have an idea how I can improve performance?

I don't find anything helpful in the forums.

Yah menu is way easier for your pc to render than the actual game. You gave people literally zero info to go off of here. If your only getting 30-45 fps. turn everything down to low/off in graphics settings then set your resolution to 1920x1080 and set your resolution scale to 50%. If you have 60fps while driving around go BACK into your graphics settings and start raising the res scale slider up by 10% until your no longer getting 60fps constantly at least and then lower the slider by 2-3% until you get your 60fps minimum constantly again.

PC gaming isn't like console gaming. Not everything is plug and play or install and it just works. Learn how to use a system better or at the very least give people the information they need to actually help you. otherwise you get the suggestion above. That's what anyone with half a brain will tell you to do.
I'm done with the settings, it doesn't matter if I set it to Ultra or to Low the result is the same.

Buy new PC ??? Why my computer handles every other game with ease.

My hardware:
CPU: Intel i7-4790 core processor 3.6 GHz, socket 1150

Mainboard: Asus Z97-Pro Gamer Gaming mainboard socket 1150

Graphics card: AMD Radeon RX 580, GDDR5 8GB

and i have windows 7

Oh and my CPU utilization is 33-37% and my GPU is 50%

im having the same issue im running intel core i7 8th gen with an 20x80ti and its plays like shi* with around 30 to 50 fps. i have tryed a fix that i found but it has only helped a little. but its still studders and has low fps.

Do you happen to have the render resolutions turned up to something like 150% or 200%? By default, my game was at 200%. When I adjusted it to 100%, that shot my FPS to about 100 on Ultra at 1440p.

turn most graphics settings to low, and reduce render resolution to 90-95%. if your PC still cannot run the game smoothly, then i have this to say.

I've already done all of that, welcome to the next generation of games where the developers give a ♥♥♥♥ about quality, they knock out games unfinished and justify supporting it for the next 2 years in the form of updates DLCs etc pp.

And since people buy it like sliced ​​bread and then complain afterwards, it gets smeared for developers and publishers, best example BF5 and COD MW 2019

It may be related to memory. If you have something like 1600mhz DDR3 that's the reason. Your CPU waiting for memory, and your GPU waiting for your CPU. New games tend to operate large chunks of data from what I can tell, and benefits from higher speeds.
Also it may be related to CPU being weak, it's pretty old CPU after all. Or the game can be more optimized for 8 threads CPUs like consoles use.
Also Windows 7 can cause problems, since this game was made for windows 10.

As mentioned, I read in forums and there it was also advised to write a user.cfg file for the CPU improvement if the load should be too high, but mine, as I said, is not fully utilized, so it is not my problem.

I'm honest, I think that the port from console to PC was really bad and zero adjusted because it is a console game. People with high end hardware (not all) complain about the same problem.

Hence my assumption that the port was only poorly implemented because outside the city I have between 60-80 FPS, within the city it goes down to 30-45 FPS, at the start of the race I have 18-22 FPS and after 3 seconds it goes up to 40- 50 FPS.

This fluctuation is in my opinion due to the bad implementation because my hardware may not be the latest but should be able to fire this game with at least 60FPS continuously as it is the case with every other game.

If we leave it at that, it will probably not be changed anymore, I'll play it through and and then uninstall it

Your CPU can't push EVERY other game at 60 fps.
Gaming performance isn't all about CPU usage. Low usage just indicates a bottleneck somewhere, and it may be your ram. I have 4790k with 1600 sticks, and I had to overclock it to 2133 just to get over 60 fps in some modern games, though i still have drops in few newer titles, like Metro Exodus, Anthem, or Tomb Raider. This game holds stable 60 most of the time, but I have short drops to ~50-55 fps when race starts, but that's understandable, since there's a pack of AI cars around and I'm used to the fact that my CPU is slowly turning into potato.

@WrexTheOnly then theoretically GTA 5 on Ultra would have to run worse for me than NFS Heat but the opposite is the case GTA 5 runs with 80FPS consistently with me
