PC gaming isn't like console gaming. Not everything is plug and play or install and it just works. Learn how to use a system better or at the very least give people the information they need to actually help you. otherwise you get the suggestion above. That's what anyone with half a brain will tell you to do.
Buy new PC ??? Why my computer handles every other game with ease.
My hardware:
CPU: Intel i7-4790 core processor 3.6 GHz, socket 1150
Mainboard: Asus Z97-Pro Gamer Gaming mainboard socket 1150
Graphics card: AMD Radeon RX 580, GDDR5 8GB
and i have windows 7
Oh and my CPU utilization is 33-37% and my GPU is 50%

And since people buy it like sliced bread and then complain afterwards, it gets smeared for developers and publishers, best example BF5 and COD MW 2019
Also it may be related to CPU being weak, it's pretty old CPU after all. Or the game can be more optimized for 8 threads CPUs like consoles use.
Also Windows 7 can cause problems, since this game was made for windows 10.
I'm honest, I think that the port from console to PC was really bad and zero adjusted because it is a console game. People with high end hardware (not all) complain about the same problem.
Hence my assumption that the port was only poorly implemented because outside the city I have between 60-80 FPS, within the city it goes down to 30-45 FPS, at the start of the race I have 18-22 FPS and after 3 seconds it goes up to 40- 50 FPS.
This fluctuation is in my opinion due to the bad implementation because my hardware may not be the latest but should be able to fire this game with at least 60FPS continuously as it is the case with every other game.
If we leave it at that, it will probably not be changed anymore, I'll play it through and and then uninstall it
Gaming performance isn't all about CPU usage. Low usage just indicates a bottleneck somewhere, and it may be your ram. I have 4790k with 1600 sticks, and I had to overclock it to 2133 just to get over 60 fps in some modern games, though i still have drops in few newer titles, like Metro Exodus, Anthem, or Tomb Raider. This game holds stable 60 most of the time, but I have short drops to ~50-55 fps when race starts, but that's understandable, since there's a pack of AI cars around and I'm used to the fact that my CPU is slowly turning into potato.
