it makes the graphic so blur and feels like poor textures
counts in every game i do not understand why max graphic always turning on AA it makes it look so bad
if disable this the graphic looks so amazing sharp and textured

Turn HDR in graphics settings completely off. I believe it when it is on automatic, it basically loads what textures decides to automatically while playing making many things look like piss.

It's not a problem. The game streams textures in while you are playing, starting with very low res textures then upgrading them as they load in based on a priority. This is done to cut down load screen times significantly. On a SSD it's barely noticeable, on a HDD you will see some LoD textures fairly often, but the alternative would be load screen times like 10 times as long as we have.
The engine doesn't have a problem with discs, it's the opposite, it's designed specifically around it because that's what consoles are. The load screens would be pretty atrocious on a console without texture streaming, not to mention the extremely limited memory they have to work with so loading it all at once often isn't possible.

I know what texture streaming is, I am not a complete imbecile that needs your explanation that makes you sound like a pseudo intelligent smart-ass.
Again, no. Just no. On PC the texture streaming is usualy acceptable but on a console especially you will be seeing lowest LOD buildings and bushes that look straight outta Minecraft on every other street. It's significantly better than how it was on launch though, where even in the prologue, none of the bulidings in Palm City loaded properly until you were 10 meters in front of them.
This is still a significant improvement from NFS 2015 of course, since that game had the collision fail to load on HDD's and medium range CPUs of the time. Wish you saw this game on launch. Wish you played 2015. We'd see how your "it's not a problem" would hold up then.
