Cleaning at clubs

My club is very dirty. I have a janitor and I try to clean myself. Whenever I try to clean, the person (my character or janitor) stands for a while with dishes in hand and then puts them back. I have dishwashers, garbage bins, wheelly bins, and they are ignored. When I say Load dishwasher, nothing happens.
What do I miss?

Hum, i have a similar thing happening but outside during festivals. If my sim uproots a plant, even with a bin by the side, they just wait and then place it in the ground. I couldn't bother myself with looking for a fix so I started collecting and pilling trash in this particular sim house. Hard to see any furniture right now.
