How to fix the "Application Not Found" Issue
I was having this problem and finally realized it was an issue with EA. These Are the steps I took.
1. I went to This Link: https://www.ea.com/ea-app (The EA website)
2. Click"Download The EA App"
3. Open the downloaded content "EAappinstaller"
4. It will say "The EA App Is Already Installed" at the bottom it should have the option to "Repair"
5. Wait for it to finish repairing, then open Sims (THROUGH EA)

If you installed game via Steam, game should open by clicking the Sims 4 link Steam dropped on your desktop. You shouldn't need the EA app at all except as the nasty little interloper it is, forcing itself alive every time we click the Steam Sims 4 app link.

Al my EA app does is update itself every so often and pop up when I launch game via the Steam desktop link, everything else for my Sims 4 game install (starting game, updating game, checking game install files, etc) is done through Steam.
If you've been searching for the solution, I can confirm going to EA app store and repairing the EA App works.
