Doesn't show up on steam. Not supposed to.

Just to avoid confusion...
The dlc's that you purchased on the EA app, will work with the Steam version of the base game. But bare in mind as they wasn't brought on Steam, those dlc's wont show as being purchased within your Steam library.
( I suggest any dlc you own on EA app, mark them off on the steam dlc's list as "ignored" via their individual store pages, to avoid double purchasing them. Especially if you plan on buying any dlc for the game from steam in the future.)
In order for your EA dlc's to show up in your Steam version of the base game, you need to make sure your EA account is linked to steam. And only have the Steam version of Sims 4 installed on your pc.
Once you boot up the game on steam, all you EA dlc's should be installed along with the base game files and show up in game. If you don't see them in game follow the steps in the link provided in the above post by Xeriath.
