Your basic zip extension.
Windows usually doesn't come with its own unzipper, so you'll have to find one that works and unzip it. you can create a folder within the mods folder called MCCC and dump the files from the zip into that folder.
Once you extracted the files you can load up the game and load in or start a new save and see if MCCC shows up, easiest way is to click the mail box and it should show there. But ideally to get all the settings you need, you'll need access to a computer on the lot, then click it and enter into MCCC, from there you get access to all the settings that can adjust the game to your liking. some settings are hidden behind objects or other sims, so just be aware of that.
