AFAIK, Steam only supports Windows.
If you want to play on Mac yes. As I wrote, it is totally nonsense. A DLC which got purchased on Steam is not useable on Mac. It has the same status as you would purchase the game/DLC on console. If a console player wants to play it on PC/Mac they need to purchase the whole collection again.
Meanwhile, in the real world, Apple is sending convoys of dump trucks filled with $100 bills into getting developers to focus on their Apple Silicon platform. And, for that matter, The Sims 4 is Apple Silicon native, which is a pretty big deal if you have one of those systems.
Truth be told, the best laptop for playing The Sims 4, for the price, is an entry-level MacBook Air and the same holds true for quite a few games.
