If I chose to install the free version of Sims 4 from Steam, will it recognize all my Origin purchases even if I launch from Steam? And will I have access to all the purchased content if I install Steams free base game?
You just need to make sure you're logged in and you'll get the dlc.

You can confirm in-game when you look at the DLC, the ones you own on your Origin account should say "You already own this pack" or "You need to download this pack to use it".
While Sims 4 is launched, it is in fact downloading the DLC's in the background. This will take awhile to download them, especially if you have a lot.
You can confirm this by alt-tabbing out of the game and opening the Origin lite launcher that Steam opened (not your main Origin/EA launcher), and checking the download manager in the bottom left.
Just wait for everything to finish installing, then restart Sims 4 via steam.
