How can I transfer DLC from EA to Steam?

Most of my DLCs are on Steam but on promotion I bought Cottage Living on EA but now it doesn't work - when I'm trying to play The Sims 4 on EA the game is working normal but when I'm in game it shows me that i don't have any DLC's. My EA account is connected with Steam but this one DLC I have only on EA and I totaly don't know how to transfer this on Steam. What can I do with this problem?

As long as your Steam account and EA are connected any dlc you brought on EA will show up in your game on Steam. (note those dlcs brought on EA wont show in your steam library as they are brought on EA)

You must have ONLY the Steam version of Sim 4 installed, as having both the EA and steam versions installed will confuse the game as to where it needs to pull the dlc files from and cause them not to show up in the game.
