Everyone is different. I have a few DLCs, but my tastes will likely be different than yours. I have Island Living, Get To Work, Get Together, Get Famous, Cottage Living and City Living. I mostly bought those for the worlds that come with them. But, I think I've only played City Living less than a handful of times. As in real life, I don't much care for apartment living. I probably play with the base game 3 worlds more than any others. The 3 "Get to" DLCs are the best in my opinion.

I would recommend getting Seasons, Get Together, and Get to Work to start out if you are looking for more interesting game play. I have Dine Out, Get to Work, Get Together, Get Famous, Realm of Magic, and Seasons.
Get to Work is frequently mentioned despite its mixed reviews and being underrated on Steam similar to For Rent (should be at least in the 40% positive range instead of mostly negative) and Growing Together (had a decline in Steam review ratings but I think it is only slightly underrated because while I enjoy family gameplay some people do not) at least in my opinion being underrated as well. The only must have expansion pack is Seasons, but if you want more packs in my opinion you should also include Cottage Living, Get Together, Holiday Celebration (because it is permanently free), Strangerville, Parenthood (buy if you enjoy family gameplay but it might be a good idea to eventually get Growing Together if buying this gamepack), and eventually when it goes on sale for a 50% discount Life & Death. I do not have any stuff packs or kit packs I would specifically recommend, but the highest rated stuff pack right now on Steam is Crystal Creations. Honorable mentions for expansion packs that might be worth getting, but perhaps later include Life & Death (recommended, but it might be a good idea to wait for a 50% discount), Cats&Dogs, Growing Together (especially if you already own Parenthood and seem to enjoy family gameplay), Island Living, Snowy Escape, and City Living.
