Kleptomaniac trait and not being able to play chess in public spaces bug?

Did EA made changes to Kleptomaniac trait? I'm no longer able to steal paintings, electronics and furnitures. The only thing my sim can steal is dirty plates or spoiled food, is this normal?
Additionally, I'm not able to play chess in public places. It says "Sim doesn't have permission to use this object" are these bugs or recent changes from EA? What is going on, anyone else experiencing this?
I don't have any mods in my game. I play both on PC and console, and both platform have these issues. I can't gain logic skills if I were to play chess in the library, park, etc... only if I have a chess table at home then I can use it at home and gain skills.
