If you go to library here, right click on properties you can see (in the list DLC's), so you can see what DLC's are installed under steam.

Fortunately I never ran into an issue where I needed to follow those steps, but I only lost dlc on The Sims 4 twice and hope that it does not happen again or at least a rare occurrence. Apparently some people might be having more serious problems than others in not got getting there dlc back on The SIms 4. Those steps you mentioned make it seem like it is complicated to resolve because apparently some of those steps you mentioned do not work for some people. Apparently one of the people in the comments mentioned getting all dlc back just by simply uninstalling CaS demo, but took 3 weeks to figure that out.
