There are workarounds, though:
- Sims with level one in gardening can water the plants, so if you have a household with more than one Sim, have the one with gardening at level one do the watering.
- Plant in the garden pot, directly in the ground or use a vertical garden. Those work fine. For some reason, the bug is tied to the planter boxes and the garden patches.
- Sprinklers might help, though I haven't tried that myself yet because most of my gardening Sims live in Brindleton Bay where it rains an awful lot. Henford has more rain than other worlds, too, so moving to another world could be a workaround, too.

They are too used to monopoly over this genre.
I've only got 'Get to Work', and it was only after briefly using that the error surfaced.
This is rather because each new DLC adds content which is already broken. If they need to touch the base code for compatibility reason they always break something.
They have also a tendency to fix things which get an overhaul in a new DLC. This was with the closet wohoo the case. Which was also for a long time broken until they released lovestruck and added the different closet wohoo.
Topic: Get a child and let them do the work, they only level up mental skill and don’t get any gardening skill, so they don’t have this issue.
If they still won't water the plants on the planter boxes regardless of which side, make sure they can get to both sides of the planter. Sims 4's pathfinding is quite awful, that they'll complain over the tiniest thing in their way. So spread them out, and make sure they're not up against any walls, or other objects as well.
There's also the options Jehane mentioned as well. Just plant on the ground, or the vertical wall garden. Though if you plant on the ground, they won't grow until it's a certain season(if you have Seasons installed), and you can only plant certain plants on the vertical garden as well.
Yes, and the gardener does seem to be carrying out his work successfully, but that shouldn't stop sims in the household being able to water the plants.
since watering plants doesn't affect the game in any way and there are other means as mentioned, it's a low priority item. i don't expect them to fix it or if they do it will be in a long while from now.
I think it could crop up in a new 'event' where you are required to water the plants.
This is the same for me, so every now and then I place my saves/mods into a new folder, uninstall-install the game and reload all those saved files. I'm currently in the process of doing this now. I do this with several other games as well, with these auto updates/DLC's, things can get a little glitchy sometimes and this always smooth things out.
