Thanks for the reply. Maybe I didn't describe them correctly, you're right, they are not above their heads like the progress meter but at the top, centre screen and are part of the Current Relationship Status where the Sentiments button is. The Status panel shows up when you engage another Sim in conversation.
One line is green and displays your level of friendship with the other Sim and the other line is red and displays your level of romance with the other Sim. For some reason I thought that it always showed both lines even if they were blank but it only shows them when you have established at least a base level relationship in either field.
Not sure if this was a change since the latest update or if I just imagined that both lines were always visible. The other thing I don't remember about the relationship status panel is the Sentiments button.

Thanks for the clarification. I thought you were talking about a really weird glitch. Nothing you're saying is really unusual to me, so you may have only just noticed these things.
I wouldn't call that a line exactly. It's more of a bar. A meter, if you will.
To sort out what is going on here: The friendship meter by default is the first and only one to appear. The romance is second, and needs to warm up to factor things in before it begins to appear at all. Nothing illogical about that. So if you're not seeing it, there's no romance yet. Unless it was previously established or you also had been playing a while in the same save in the past, you won't see any romance that early when you start a game.
Any red color is a sign of an unhealthy, negative relationship. Sims have to be in advanced stages of that.
It's actually by design that friendships and romantic relationship meters do decline over time with inactivity. But they shouldn't be in the red if they have not had any interaction between your played sim and whomever they're connected to. That doesn't exactly count for sims you aren't playing live in that time, since they do have some level of autonomy at that before you'd start to play them instead.
