Blast from the Past and Burglar Alarms

Managed to complete 'Blast from the Past', and then two of the sims in the household faced a very easy 'always on the move' quest. What triggered that?.

Haven't seen burglars, so far, in my game (maybe I'am not likely to) but I found it very difficult to get one of my sims up to handiness level 9 in order to fully upgrade the burglar alarm.

Only have a few mods which don't seem to be affected by the update.

By the way I have just learned (from a youtube video) that 'emits' full name is Time Traveller backwards, how dumb of me not to see that.
