Report a translation problem
As someone who has played about 2000hrs of this game, I can full testify that no matter how many of the DLC you buy, the game will never be what you want; we can't even split a stack of items in a personal inventory and give that half stack directly to another Sim, you have to drag them from your inventory 1 x 1...and this after EA said they "heard" people and made it easier to move stacks, but they only implemented it for selling directly from your own inventory. In short, EA isn't quite right in the head.
The long and short of it is that, it's a mildly enjoyable game which has been ruined by the publisher; if you're going to give it a go just don't get your hopes up too high for the game in general...and even if you do buy DLC whatever you do, never pay full price for any of EA's cash grabs.

It's a virtual dollhouse basically.
You can build and decorate houses (or just use premade ones)
create sims and clothe them (including makeup, jewelry and hairstyles) (or just use premade sims or randomized sims)
control their lives
or just watch them as they do their own thing. (Some stuff like getting a job, a relationship, kids and pets they won't do by themselves, but they do general stuff by themselves).
Usually people choose a mixture of telling them what to do and letting them do things by themselves - especially in households with more than 1 sim.
There is no ending and no goals other than what you want for them in general gameplay.
if you need quests to feel like you achieve something. in Sims 4 there are scenarios/challenges that you can choose from before starting a household. You can also completely ignore those. Your choice.
You can also find player made challenges online and play those.
