Why most Sims 4 packs rated MIXED or MOSTLY NEGATIVE?
I've been searching through the packs to see which ones are rated as the top DLC's but most of the packs (save for a few) are rated as either mixed or mostly negative.
I'd love some suggestions as to which you all find the best and worth the money.

I personally wanted to buy the Get To Work and Island Living packs but they are too expensive right now so I'm waiting on another sale.

I just the ignore the negative reviews mostly. At the end of the day it all has to do with personal preferences and not only just based on the reviews only. Some of the packs such as Dine Out game pack for example may be mostly negative mainly because it is more practical for getting with a bundle than buying individually.

Also, Get to Work was not one of my first packs, but I did get it eventually despite the mixed reviews and so far I do not regret buying it. Also, if the cost of packs are currently an issue for you another option is to just simply wait for another discount on Steam, but you would need to know the exact timing for when it the discount expected again or else you might miss out on it. I was also debating about Island Living too, but I did eventually get that expansion pack; although, it was not because of the mermaids. It was for various other reasons besides only just the mermaids that I got this pack that I possibly might rarely if ever use. The biggest problem with mermaids on The Sims 4 is that while they might have an interesting story behind them they really do not do that much either making them not that much different from normal human sims besides maybe spending more time in the water than the average human sim.

I have both of those, and I did get them on sale originally. Island Living is just a relaxing vacation-like world where you can swim and sunbathe on the beach. There are dolphins and mermaids. Get To Work allows you to actually physically have your Sim go to a job, instead of disappearing for 8 hours out of the day. I haven't really explored it too much just yet. Get Together is also fun, but I haven't bothered joining any clubs as of yet. The dance skill makes your Sims look less hokey when they're dancing, and dance parties are quite fun. The world that comes with it - Windenburg - is one of my favourites of the worlds that I have.

I didn't have sims 10 years ago so I guess that is a matter of preference and choice as to what people do with their money.

I agree its interesting go in and collecting old sims. They've kept the same formula, like why tf is seasons not included right away and was a DLC for all Sim's Series

Sims 5 DLC Guaranteed:
Pets
Seasons

Because they are in "don't care anymore" mode, where they just keep cranking out packs like brain dead factory drones, instead of fixing the damn game...

There are game breaking bugs that have existed for over 2 to 5 years, which thousands of people have reported and they have not done anything about.

Most of these bugs are related to expansions and packs. And a lot of the bugs are so severe that FEATURES of the PACKS CEASE TO FUNCTION. Like vain street quirk from get famous pack, to name one, which stops functioning altogether. The pack is 2 years old...

Also probably because these packs cost more than the actual game itself, with very little things to do.

Sure, people will keep buying these new packs that keep coming out. So I'm not talking in terms of $$$. They keep coming out with these packs with more problems for the game. This is unsustainable.

I've seen development teams that are much smaller and have much smaller resources patch out bugs faster than these guys. It's sad.

That does make a lot of sense, I kind of assumed that it was to gain more money. Clearly players aren't enjoying the 'lackluster,' content in the packs for what they charge. And the bugs are a whole new level altogether, the fact that, as you said, they have been left untreated for years is atrocious. Appreciate you responding.

I was smart and purchased seasons with a bundle first thing when getting The Sims 4 instead of purchasing them separably where it would overall cost more money than without a bundle. The Sims 4 basegame by itself is not really all that useful and especially without seasons.

I got Pets on a bundle and Back to Work and Get Together on sale. I like them but I see what others have said if they don't ever update the expansions or fix certain bugs then it's very easy to score a thumb down.

Also on bugs... I know plenty of games that snag this issue. Sometimes they do not care. Other times it's a matter of "where is it" or "Yeah we fixed it we think but now this is broken". It's a computer program and who know what creeps roam around in the code.

In get to work the thing is you can NOT say be a comedian and go do a "work day" at a club. There are a few career choices that let you actually "Go to work" and do things but certainly not every profession. For example I saw another post where someone wanted to build and run a bakery but it is not in the expansion so nope.

Having a lot of packs basically forces people to use the MCCC mod which it is important to keep that in mind to help explain why I would not be the least bit surprised if MCCC is the only free mod that most people use who play The Sims 4. (Custom Content for example despite it sometimes being considered a mod at least in my personal opinion is more controversial than MCCC to help explain why their might be some people who not use cc while playing The Sims 4 even though it is free to get and especially those who own a lot of packs already that might not even need cc.) Despite the mostly negative or mixed reviews I would not be the least bit surprised if at least some of those complainers about bugs also use the MCCC mod as well that is supposed to help prevent gameplay from breaking in the first place especially from the My Wedding Stories game pack. I still think overall that The Sims 3 is more broken than The Sims 4 as well despite it being more fun to play than The Sims 4 especially if using the NRAAS mods and knowing how to fix certain things that could potentially break the game (such as Retoro for example that can help fix gaming problems on The Sims 3 that could potentially be game breaking such as error code 12 in addition to being an antivirus program).

I would say because a lot of them are money grabs, or contains things from the previous sims, but re-rationed out to players. Some features in the base Sims 3 are now expansions for sims 4. :/
