Why does everyone have a paper bag on their head?

I hate that one. You can shift + left click on your mail box and repeal it .

That is the most annyoing NAP ever. I made one of my Sims gather enough support from his neighbours so they could get rid of this nonsense. It hasn't popped back up, but if it does, they'll have another vote to get rid of it. I kinda get the point of the water saving NAP, or the one that wants you to recycle or use eco-friendly appliances and whatnot, but the paper bags are just stupid.
Btw, you can deactivate NAPs in the game's options menu.
