Go into your downloads folder, [computer name] > downloads
There you should find an orange EA icon which is an executable application. That's the EA App Installer.
I get frustrated because there are a number of different problems that can prevent game start up, and most of these thread have no information at all about how the game doesn't start.
Either Steam-to-EA-App link, EA App needs update or shut down, or there is a problem with the Sims 4 directory in your home account; the last one can happen because you have a mod or tray file that no longer is compatible with the updated game, or one of the lock files says the game is running when it isn't, a bad save, etc.
