Try using bait where fishing level is at least level 3 and going to Crawdad Quarter from Willow Creek from its river. It only took me a few sim hours with bait and finally caught my first angelfish from Crawdad Quarter which is supposed to be best place for catching angelfish. If you do not know where Crawdad Quarter is it is located over by the gym, library, nightclub, and museum.

You need to fish in the river behind the Willow Creek Library, Make sure you click the fishing sign and choose use bait. They like fruit, so make sure you have some in your inventory.
Took me all of 3 mins to get one

i built my own pond in my backyard and my sim fished it with bait on the first few tries. her fishing level is above 3.

The river behind Nookstone in Oasis Springs. I went down the path to the right and fished at the further fishing spot. Can't remember the bait Caught two Angelfish in a row as soon as i got there. Think fishing was around lvl 4.
