Other is you have play online for several days in order for you game to "allowed" go off training wheels. Finished tutorial, or have played sims 3 or sims 2. there some new things you still have learn. There one thing I have add you can make underground homes in this sims 4 unlike sims 3 which was always restricted. Special DLC will help people proceed more unlock.
Reinstall/install only happens if you failed download correctly.
Legacy Edition if your PC win 7. I experienced where playing it without ep packs and that is how far I went.
First couple packs I got was Get back to work, pets and stuff pack can't remember which one. When I got those packs I was I was able update and because ep packs.

Other option would be ask Steam why their is delay in your means to play?
Be kind otherwise, complaining to steam and sounding frustrated you sound like hundred others and you be 100 ticket or so.
Other option is next time learn not buy on steam I learned while ago if Sim 4 or sims 3 buy directly on origin its might be insane but sim 5 is in works. They still developing ep packs for Sim 4. I can't fathom how expensive it will be. they have sales on origin too but there is coupon site online. Sims 4 always has bugs, just connectivity have they figured it how work on EA I asked them long time ago I was concerned while back.
You definitely can. I currently have 16.3 GB worth of files in my Mods folder and my game runs just fine.
As far as I'm aware, you don't "have to play online for several days". You need to be online to create an Origin account and sign in, but you can set your Origin account to offline mode, just as you can with Steam. And no, you don't have to play the tutorial either. I jumped into the game without playing the tutorial at first, as have many others. The tutorial is actually rather buggy, and you have to be careful to complete the tasks in a certain order or you won't be able to progress. A lot of people don't even bother with the tutorial. Also, you can in fact build underground houses in The Sims 3. I've seen it done.
Honestly, no idea what that guy is talking about or where he's getting his information.
