Something tells me that it must be a bug on the part of this update, which to be honest is very bad.

No; Sims 4 modding was always awful if you compare it to Bethesda games. Maybe curseforge will change this in some years.
Better Exceptions from TwistedMexi can catch some outdated mods which don’t work anymore. There are some reports that the game slows down for some people if they use this mod for longer. Remove the mod if this happens for you.

no nothing I have tried helps. I have already done all these steps 8500 times in three? days..... to NO Avail meaning it Does Not work. the only two answers are Living Human Technical Help, or Uninstall Everything then reinstall everything and I may get lucky...... sigh sob
Check your Options.ini and change scriptmodsenabled = 1 and modsdisabled = 0 save and start the game. GameVersion. txt is sometimes too on read-only <<. It is easier to delete it because the game will create a new one.
Just to correct you with this, no, there are not many people which have this issue but this happen mostly because people have some stupid antivirus as Norton/McAfee or any other stupid thing which is preinstalled on their computer. These things do more harm than good.
