Is this the path where you installed them?
Documents\Electronic Arts\The Sims 4\Mods

Did you enable mods/scripts in the Sims 4 setting menu?

Path Documents > Electronic Arts > The Sims 4

If you've installed your mods correctly as miamew3 has written above, try to delete a file called localthumbcache.package and see if that helps.

Also, make sure you have a resource.cfg file within your Mods folder. If not, you can download this file or create it as instructed here:

Other folders are okay to put in the mod folder, right? I have some mods that when unzipped were folders full of a bunch of .package files and such

It's not unusual for mods to come with multiple .pkg files. Yes, this is normal.

I'd suggest a new folder with the name of the creator, however. Else, your mods folder can become a disorganised and disorientating mess if/when you're attempting to update these after a Maxis game version update.
With many mods, updates are required after every Maxis game update. I highly recommend keeping them organised by creator so they're easier to locate. Of course, that's players' choice.

As a precaution, another suggestion would be to install Twisted Mexi's Mod Guard and Better Exceptions.
Mod Guard is meant to provide protection from mods which have previously been hacked and infected with malware. This one is highly suggested, particularly if you're using mods which contain .script files and if you're a new user of mods.
Better Exceptions is meant to pinpoint mods which may be out of date or may conflict with the most current TS4 game version. If will generate a report letting you know which mod(s) are incompatible/outdated.

Last Updated Mod Guard V1.5 can be found here:

Last Updated Better Exceptions V3.13 can be found here:

EDIT: Do not place .script files more than one folder deep within your Mods folder. I'd suggest no more than that but some may use two folders for .pkg files. Again, players choice. The more folders, the harder it will be for the game to find the mods. More than three and it's likely they'll no longer work at all. I'd simply recommend a single folder for each creator within the Mods folder.
