#7 suggested a work-a-round but edited their reply that it doesn’t work anymore. You could still test it. They ask too for saves, because they can’t reproduce this bug on their end.
I normally don’t play with bars or hire bartenders, in the rare case which I visit a bar they always work fine.

I did not think of a way to pull out the packs one at a time and try them out!
I was relieved to find that the mod was affecting this problem, but I also considered the possibility that a particular pack was affecting the mod, so I pulled out the packs one at a time as you said, and verified that the packs were not affecting the mod.
Thanks to you, I now have another method to try when I have a problem.

The cause was a mod that controls autonomy.
Sorry for talking about unofficial mods, but I think someone might have the same problem, so I'll write down how I solved it...
I use “MC Command Center (MCCC)” mod.

Reading #7 comment, I realized this was an autonomous behavior issue.
And I remembered that I had previously used MCCC's “Autonomy Scan” to disable “work at the bar” autonomy for a bar counter I had set up in my home.
I sent the Sim home, enabled the autonomous scanning setting from my home PC, placed a bar counter, enabled the "Work at bar" autonomous setting and went to the bar where the problem was occurring.
Finally、When I go out to any bar or lounge, the bartender who used to spawn outside the lot is now working at the bar counter inside the lot.
What I don't understand is that I disabled the "Work at the bar" autonomy at the bar counter at home a long time ago and there were no problems, but recently it started affecting the autonomous behavior of the bartender when I'm out.
Also, if it was the effect of the autonomous scan, why did the bartender not work even after deleting MCCC? (Maybe the MCCC settings remained in the cache?)
I still have questions, but right now my Sim is having fun drinking with friends at the bar.

I don't have the High School Years pack so I don't know how to solve the problem, but if you're using a mod that controls autonomy like me, maybe my method will solve the problem.

Alternative would be thirsttweak from bienchen which stop the autonomy behavior from all Sims which doesn’t have maxed mixology skill.

I was able to solve the bartender problem, but was afraid that if I put a bar counter in my home, Sim would create a lot of drinks and the game of tag would start again where I would stop them.
I tried Simularity’s mod immediately and had no problems with the bartender, and Sim is not interested in the bar counter I put up at home.

It would if I did; strange enough it's the only place affected, so I'd guess it's something else but can't really pin it down.
