Toddlers only have 5 skills. Movement, Communication, Imagination, Thinking and Potty. You don't have aspirations, but aging up after having maxed these skills give you bonus traits that help with later skill development. This might only be the case if you have the Growing Together DLC.

While they aren't the same as Aspirations your sim can develop "Firsts" as young as young as being a Toddler. These are milestones you can achieve as your Sim grows, some of which are age-restricted.

I'm not sure. I think the Parenthood DLC only effects how the child can gain behavioral bonuses from a parent teaching them through interaction.

No, but toddlers only have skills, character values (Parenthood), milestones (Growing Together), happy infant (Growing Together), unhappy infant (Growing Together), unlockable toddler traits (Growing Together) and no aspirations. Also, toddlers do not need aspirations, because they can get happy toddler or top notch toddler if there skills are high enough when aging up to child. Just my personal opinion, but I actually prefer child (but kind of boring without Parenthood and Growing Together), teen (HSY adds more gameplay for teens but expansion pack is not needed), and adult (young adult, adult, and elder) life stages on The SIms 4 over toddler and infant life stages on The Sims 4. I do not think that toddlers and infants need anymore added gameplay from dlc besides Parenthood and Growing Together.

Infants are basically there as glorified objects, something for your sim to interact with. It's not until you advance them to Toddler that they can actually gain skills since they're able to move around on their own.

Even for people prefer family gameplay over playing with adult sims only and build mode in addition to owning Growing Together the infants only play a minor role and are the 2nd least important lifestage in the entire game after newborn. While I do think that Growing Together is at least a little bit underrated for an expansion pack that was rated at least 70% positive or better at one point when it first came out I could also understand why some people do not like playing with the infant lifestage and even the toddler lifestage eventually seems to be more repetitive and less fun overtime even for people who own Parenthood and Growing Together but in my personal opinion toddlers are slightly more enjoyable than the infant lifestage.

Infants are, in my opinion, a nuisance, and not just because they keep bawling. They are just very annoying to handle, especially if you have more than just one. They can develop a few motoric skills if you do the belly time thing regularly and interact with them by giving them a bath or whatever, but there's not much of a point doing all that because it doesn't affect their development. Sim kids start developing skills when they reach toddler stage, alongside a few quirks or characteristics that are important later on. And toddlers are way more independent. They can move around on their own, they can communicate with their parents or nannies and tell them when they're hungry or sleepy, they can crawl into bed themselves and so on. Personally, I try to keep the infant stage to the bare minimum and age the kids up to toddlers quickly because they are more fun.

I agree about the infants. When my kids were growing up I loved it when they were infants. They were fun because they learned things and had small revelations. But in sims 4 they are not fun at all and as mentioned if you have more then one at a time it is really hard to handle. Since Lovestruck it seems to me that more often than not is a norm to have 2, 3 or even 4 babies born at one time. Which the game does not handle well at all. I have so for only seen 4 at a time once but it was a nightmare because the couple had just had triplets and then I played another family for a day came back to them and there were four new babies and yes I did have that turned off. Don't have much faith in those settings of late. However, I so love toddlers . They are so much fun and learn so much more. If they get all their basic skills mastered the to me anyway seem they do much better in their teens years.
