Career rewards unlocked

I just bought the Life & Death pack, plonked in my master save, made a household and moved them into one of the house lots in Ravenwood. Only to realize that the career rewards were unlocked. I never use the cheat to unlock them, since I don't just want to have them, I want to earn them. But I was wondering if I'd somehow done this by mistake since it was my master save.

So I started a fresh game, picked a Maxis sim and moved her to an empty lot: the career rewards were still locked. I went to manage worlds and to another empty lot: suddenly the career rewards were unlocked.

I didn't actually play her, my sim doesn't have a job and I didn't use the cheat, so what is going on? I always thought the career rewards were tied to a sim and not a lot/world, but apparently they are?

And as far as I know there's no cheat to re-lock them again?
