Will expansions purchased through EA also be available for Steam?
I have the game with 3 expansions through EA, but would like to play the game through Steam and buy the next DLCs from there.

On the Steam shop page, 2 of the DLCs are offered to me and it doesn't recognize that I already have them. Is this normal?

Does it matter in the future where I buy the DLCs (EA or Steam)? or do I have to choose a shop?

It doesn't matter for playing the game as long as you have "bought" (for free now) the basegame on Steam. I'm not 100% sure if it works without problems if you bought the DLC on EA before that, but I guess it works. (Current EA app problems lots of people have not withstanding). The EA app starts in the background anyway, you can't get rid of it just by switching to Steam.
DLC bought on EA won't show up in the Steam library - that's normal since you didn't buy them on Steam - but should be in the game when you start it through Steam. The only game you have to own on Steam for that is the base game.

So long as Steam is where/how you have base game installed, and you have linked your Steam account to your EA account, you're fine. I have bought DLC through both Steam and the EA app since linking.
EA will show in the app which DLC have been purchased through Steam with a "manage through Steam" tag. Steam just won't know what you bought through EA, so I a think a number of us end up going onto the store pages for DLC we've bought and flagging it as ignored so we don't see it (and in my case, so I don't forget what I've bought).

No, what I actually said was that you CAN. As long as it works for you after buying the basegame on Steam it should work for DLC you buy later. Just don't ecpect EA bought DLC to show up in the Steam library.
