You can use the console in TES V:Skyrim and fallout:NV(just to name a few) to instantly finish quests and acquire anything you need, which doesn't take away the fact that some(most?) people like to do it the normal way
as well that having achievements on the sims 4 would be beyond stupid. imagine:
"lifetime award" - make a sim excell on all the talents he has.
"dirty sim" - dont clean your home or your sim for 3 days.
"hokus pokus" - discover the magical realm.
anything can be achieved on the sims even without cheats without much effort just time wasted. as like run a youtube video looped on the backround. after you set it up there is not much else to do. the sims usually play themselves you can choose some interactions to actually play the game or else its like watching a boring sims 4 video.
-Modders always will find a way to enable achievements even if EA disable them whenever a player uses the console.
Well, there are grindy, boring and mindless achievements in almost any game, when you strive for a 100% you shouldn't care much about it.

It's only a matter of -- Is it worth the effort of implementing them for steam(and additional sales?) ?
They added achievements to almost all their game a few months ago so...
