I am definitely a game play simmer. I don't enjoy building. So I like packs with lots of actual gameplay/living options. I also like beautiful worlds. So it seems like maybe Snowy Escape could be best of these packs. (it's down to these packs due to what packs I already have and what is on sale..lol).
get famous just adds the celebrity lifestyle and the actor career its good if you enjoy other sims hound dogging you for your autograph and standing infront of your house
eco is mainly build stuff, use items to make your neighbourhood clean or filthy use the voting system to force people to wear bags on their head stuff like that
snowy escape adds the japanese town which i enjoy the most, it also adds snowboarding, skiing, rock climbing onsens and other stuff
gameplay wise i'd say snowy escape probably adds the most
if you are still undecided then you can always watch LGR if you havent already to see which pack is right for you (there are plenty of other sim reviewers you can watch too but LGR is the only one i trust to give an honest opinion)

Get Famous does have the fame system, and the perks are interesting. I would look up the perk and quirk system and see if those sound interesting to you in gameplay (acting is also an active career. It also comes with two different stations for remixing music and creating your own videos to upload. So if those sorts of side jobs interest you, it might be worth getting).
Snowy Escape introduces the single most annoying mechanic, in my opinion, to the game. Lifestyles. I hate them. I would look them up to see if you'd want to get into all that (it is a lot of info, much like the fame system, so posting it all here is kinda silly).
Discover University is.... fine. I honestly don't really use the whole university function as far as on campus stuff. It does add one of the cutest sims Maxis has made though...
The big thing here, for me, is the degrees themselves, since you end up earning a crap ton more in the careers associated with the degree you get (well, if you get honours... I'm incapable of letting my sims get normal degrees. OCD says no, so I'm not sure what the boost is for a standard degree, but it's still going to be a nice increase in pay).
Eco Lifestyle I do really enjoy, but I also like doing off the grid challenges and this pack introduced solar panels, wind turbines, and water collectors. Vertical planters are cool, we are not going to talk about the meat wall, fabrication is... fine, but dumpster diving can be amazing.
I thiiiink Eco introduces NAP's (Neighbourhood Action Plans), which you can just turn off if they're annoying. Honestly not really sure what the point of them are besides I guess encouraging certain kinds of gameplay for your townies. The only NAP's that matter are the unique ones in the new world that dictate how the neighbourhood looks and how the dump lot gets changed and fixed up.
So overall, Get Famous probably has the most new gameplay for general simming, followed by Eco (if you're into that).
