Which expansion pack is the best of these options?

I am not sure, but Discover University and Eco Lifestyle have lower Steam reviews than Get Famous and Snowy Escape. Eco Lifestyle and Discover University are definitely not the best for this list at least in my personal opinion and that is coming from someone who owns all four of these expansion packs. Maybe I like Get Famous slightly more than Snowy Escape overall, but only because Snowy Escape (including aspirations, skills, and even traits) is limited mostly to new world while celebrities can live just about anywhere.

Get famous. Fame mechanic and Venessa Jeong! Search for mods if some parts of the pack bothers you.

Get Famous, but it has the worst map unless you own For Rent as well.

it all comes down to the type of simmer you are, for me i would choose snowy escape but thats me it might not be the right pack for you

If you like to build, eco has some uniqueness that other world don't have, you can build container style house

I'd say Eco or Get Famous, but Discover University does give you robots.

I think that Discover University has the best CaS from this list and I also like build mode from Eco Lifestyle slightly more than CaS from Eco Lifestyle, but I overall spend more time playing with Get Famous than any of these other expansion packs besides Eco Lifestyle. It is however worth mentioning that being forced to make decisions about neighborhood action plans from Eco Lifestyle can be annoying sometimes where I might sometimes forget to vote or I have to remove a neighborhood action plan by using a cheat/MCCC mod because I do not like it. The most annoying neighborhood action plan that I hate the most is the one for neighbor sims wearing bags on their heads.

That really depends on how you play. Eco Lifestyle gives you a few nice gameplay aspects and enables your Sims to live off the grid. The neighborhood action plans can be a pain in the ass, though, but other than that, it is a good pack. Personally, I don't care much for the world; out of the four packs you mentioned, Snowy Escape has the nicest world, at least in my opinion.

Get Famous is a fun pack, and I kinda like the world it comes with - my current household has been living in Del Sol Valley for a long time simply because with Inner Circle, you can get a nice affordable starter house on a rather large lot.
