I have half my DLC through EA and half through Steam.
So long as you install base game through steam, link your steam account in the EA app, you are all good to go.
Yes. So as long as base game is installed through Steam, it should be fine. Things will not work if base is installed through EA though. You'll only see EA purchased DLC and not all.
In summary, Sure ya can, friend, just go to the EA app, download it at a crisp 100% off, and play like normal from Steam
Just to note, if you have TS4 installed through Steam and your accounts are linked, you shouldn't be able to play from the EA App. Granted, I have not tried to launch game while Steam wasn't running. If I try to play from the EA App it automatically launches the game through Steam.
