Growing together (San Sequoia) add too much and give you the annoying burn out feature. Cats and Dogs (Brindleton Bay) give you pets/strays + the world is okey as long you don’t own season. For Rent(Tomarang) … Its empty and small for an EP world. High School Years (Copperdale) is small, and the pier is dead. You can just ignore all the teen feature and social bunny can be toggle off although festivals cannot be ignored and will always show up in your calendar. University (Britechester) is rather a university world and don’t a world which you live. Eco (Evergreen Harbor) give your NAPS which can toggle off and environmental effects which can be in theory toggle off but is since released bugged.
Strangerville maybe works if you just skip the quest. It’s a big world for a GP and after you finish the quest (or skipped it via mod) the game will not create more weird NPCs. MyWedding.. Tartosa destroys your weddings and all other worlds come with occults.
I personally like social bunny. An easy way to build up friendship quickly, but at the same time I do not think that High School Years is one of the best expansion packs either even with it seeming to have less bugs than when it first came out. Also, I disagree about San Sequia and think it is one of the best expansion packs in the game. Horse Ranch and For Rent (although, I do like the idea of renting, but I have not played with it much lately) are not nearly as good as Growing Together in my personal opinion. Gameplay just seems too bland without Growing Together besides using mods.
Seasons really makes a few worlds stink. Henford-on-Bagley from Cottage which I really love but now until I find out if I can turn off seasons I won't play. Those storms are brutal with lightening hitting the animals and sims people. Then the snow storms are like being in the mountains and I have had a spouse died just outside the fence after getting off work. My horses were never happy there. None of my animals were not even the chickens. I believe I might love the place if i can stop the seasons. Many places would be better. Even Bridleton Bay has awful storms and heavy snow.
I love Horse Ranch but then I love horses. Big drawback for me is with a big family you don't get to have but 1 or 2 horses. So that takes away from the horse aspect of breeding to have more or if your kids take a shine to them and you have 4 kids then there will be only 2 horses. Any animals like Sims people seem to get very unhappy when they cannot breed or be social. ;)
This is of course all without mods, if you take mods in it, you have much more choice. As example this mod from Carl: https://www.patreon.com/posts/60164381 let you configure almost everything from season DLC.
Edit: Of course, people can remove a DLC, but I am not sure if this work if the person has the specific DLC on EA APP. I only read that EA APP like to ignore the advanced launch options and just start with it although the person disabled it there. In Steam the person needs just to untick the DLC via Steam properties.
Seasons should have been basegame in my personal opinion, but I do think it is one of the better expansion packs despite it not coming with a new world. Also, for people who do not enjoy seasons (rain, snow, thunderstands, heat, and cold) it can be turned off anytime meaning you are not forced to include Seasons in your game even if owning dlc. Death from cold is actually one of the easiest and fastest ways to intentionally kill sims as well if their are specific sims you want dead (such as Nancy Landgraab, Eliza Pancakes, Vladislaus Straud from Vampires who is also vulnerable to sunlight and not just cold, Celeste Michaelson from Growing Together who is a transgender, and etc..). One problem specifically with not owning Seasons is that it makes winter and summer outfits more useless without this expansion pack despite the winter and summer outfit categories being basegame.
I think you meant to say psychopath, because psychopaths I think are more obsessed with killing people/sims than sociopaths. lol. Jokes aside I am not a psychopath or sociopath in real life. Just maybe a little bit on The Sims 4 where the game is a little less boring with more death involved in intentionally killing specific sims you do not like. That is more interesting I think for killing specific sims you want dead than random sims getting killed from accidents if turned on from neighborhood stories that maybe you do not want dead (such as Mortimer Goth, Cassandra Goth, and/or Johnny Zest for example).
You forgot about Sixam, but it does not seem like there is that much to do there. The police station, hospital, and scientist place count as extra locations as well, but only for going to work. This contradicts Copperdale where sims can visit there anytime they want and not only just for teens.
