Report a translation problem
Do you have other related script mods like SIE Realist or mods that tweak your billing or alter your phone menu in some way? If so, sounds like you need to clean out your script cache. Exit the game and delete the avatarcache.package and localthumbscache.package
If you DON'T have ANY mods or a mod folder, then this may be a glitch with current household. Exit the game. DON'T save the game before quitting since it sounds like there are conflicting scripts running in the background which are interfering with the vanilla billing system. Exit the game without saving and restart. See if the problem replicates itself.
If this didn't fix it, then try this last as it's most time consuming:
Test issue with a random CAS test sim in a completely DIFFERENT household? i.e. exit playing that Sim family, go to CAS, take the random Sim it gives you and import them into a vacant house lot. Speed up the game and wait for the first bills to arrive. Can you reproduce the problem with this test Sim?
If no then it sounds like your sims family and/or lot may be corrupted. Try loading and testing with an earlier save BEFORE this issue happened. If you have such an earlier save, then delete all saves after this one and play with this working save
