I hope you understand. It's a good base like Rimworld or Crusader kings but it is much better with the polish that modders do.
It might help, but I have tried clean installing and without the mods it doesn't flag the stuck behavior. With my mods it does. If the mods you use are not related to behavior or these fixes, it might make the game run better. However if you had mods that did change or tweak behavior to fix or change interactions, the mods will need to catch up before these issues are resolved. Some mods will be less effected than others. Generally the broader the animation package options the more likely it will break.
I'm going to restart my game with these new settings, and disable the mods that were effected until these things are resolved. Mostly because I don't believe I'm going to be permitted to roll back the version like other modded games. For some reason Sims does not permit betas like other modded games. They of course could like Rimworld. Making people like myself not to request a roll back. I could do that myself and even play with the options that are not offered that I like.
I hope that clears that up for you.
Best practice on Patch Day is to go offline in your App and ignore the update til reports come in about what's broken.
If you've already updated, you've got no choice right now but to play with your .ts4script mods disabled or removed. Some CC might also be broken. Some .package mods will also be broken depending on what they change.
Reinstalling will not help.
This is just part of "The Sims 4 modding" and you should expect to go through this with every official game update.
