Anyhow, I cant say this for certain, but considering it is the sims, I would bet that some activities that came with packs after City Living may not count as loud, though they may have gone back and added those in due to For Rent. Generally though if its something you think might make noise it will make your neighbors mad in City Living, but I mean your neighbors are also likely to constantly make noise and keep your sims up half the night too. City Living apartments I feel are best designed as a transitory style of living like at the beginning of your sims young adult life or something. The constant racket made by neighbors makes living in an apartment long term, and if you have 3 or more sims in living in your apartment they are all going to need to be in bed by like 8pm or autonomy is going to cause someone to make noise and make your neighbors mad.
