Cleopatra was not Egyptian. Also, ancient Macedonians and Greeks had a different culture than ancient Egyptians. Head shaving was a cultural thing back in those days most common for Egyptian males and probably less common for females than it was for males.
While it is possible that the majority of male and at least some female Egyptians shaved their heads back in those days it still does not dismiss the fact that Cleopatra was probably 100% Macedonian. Anytime the topic of Cleopatra is brought up it seems to stir up a lot of controversy as well (such as hair, skin color, and even race). It is also possible that Cleopatra might have worn an Egyptian wig even if she did not shave her head, but that is only speculation and not 100% confirmed. Nobody knows if Cleopatra had her head shaved or not.
