Your best bet would be to post on one of EA's sites, such as their Discord. Since Steam are vendors for the game, and not the developers, they have no control over what languages are used in the game. That would be up to EA.

EA self doesn’t have a discord which get really maintained. Here you get the *official* Sims discord:

I would not bother with it. They treat their discord so good as other projects which gets abandoned in the end. You best bet would be to create a topic here: https://answers.ea.com/t5/Game-Feedback-Ideas/bd-p/the-sims-4-game-suggestions-en
