Origin not installing
I have tried and tried to get Origin to install but each time I keep getting vcrrtime140.dll and msvp140.dll. I have tried everything but still no joy. Please help.

Hope it's working now but if not, you can solve this by reinstalling the C++ redistributables. First uninstall from your Apps under Windows Settings. then reinstall these fresh copies found here.

Download Both -
x86: vc_redist.x86.exe

x64: vc_redist.x64.exe

Your pc will be prompted to restart during the process.
Good luck!

SOLVED
I have been working on this for a few hours now, and the issue was only installing X64 came up with the same issue, i uninstalled and reinstalled everything including the sims and redownloaded the sims too (ugh, long process).

AMORLEAS COMMENT WORKED.

You have to installed BOTH x86 and x64. At which point you can install Origin asssuming you dont already have it. Origin is pre-downloaded with the sims through steam. It can be found here. C:\Program Files (x86)\Steam\steamapps\common\The Sims 4\__Installer\Origin\redist\internal

Youll need to create an origin account.

Once thats sorted, launch sims through steam, it will open origin, sign in, enable product key (steam tells EA that you bought sims through them)
Then you can now play !
