After trying a few things, what worked for me was to open steam, go to Sims 4 in my library, open the "manage" tab to browse local files...
Program Files (x86) -> Steam -> SteamApps -> common -> The Sims 4 -> __Installer -> Origin -> redist -> internal
Will bring you to your EAappInstaller.exe
double click that and select "repair" when prompted.
This will reinstall and repair your EA launcher, ask you to log into your EA account and reconnect to you game files. Once the EA app is open and displaying your account you should be able to launch your game.
At least that was the solution to my issue today.

idk, something about EA's creeper "not spyware" software requires multiple unprompted restarts to install it's prerequisites before it can install the game, new updates will probably cause the same problem to re-appear on some computers with modified permission settings
definitely not meaning to actually hit anything
Also, I tried this after doing all of the things above.
