Also when the "preparing game" pops up for me, I barely even get to read the "prep" part of "preparing" before that little window goes away and everything pops up as normal.
You either have OneDrive ruining your savegames, or security apps are suddenly blocking game.
There's like 17+ .exe files (mostly EA crap but a couple for Sims 4 game specifically) to okay with your security apps so go try get that sorted, and never ever use OneDrive if you play games, it's the worst thing ever.
Thanks, I disabled Steam Cloud but still same issue. I do have OneDrive on my PC but none of my games are saved to it or downloaded in there.
EA and Steam and several of the downloaded games are apps that have been allowed to communicate through Windows Defender Firewall however Sims 4 isn't an option. I'm not sure how I can make it an option. And my setting to block potentially unwanted apps is turned off.

Also try logging out of your EA app and manually logging in again using your known account then loading it first before you run game via Steam shortcut for Sims 4. Steam might have made a temp account that it's choosing to launch EA app under.
As for your security apps you have to manually add each .exe file to each of your security apps. There's like 17 of them or something ridiculous.
With Defender it's - virus and threat protection settings - manage settings - exclusions.
As for the cloud thing, still sounds like something thinks it needs to be saving to a cloud somewhere even if you set it to ignore your games, so try disabling OneDrive. Where are your game save files located? Can you check.
