Once connected, you can start the game via your Steam library as any other game.
What I meant is: when Steam is connected with the EA App, you can start the game via the Steam library. You no longer need to start it via the EA App which you must do when it's not connected. The player said she/he wanted to run the game without the EA launcher and my understanding was that she/he prefers to run it in another way than the EA launcher. So I suggested to connect it with Steam. I'm doing it this way myself and since then only play via the Steam library. I always start running the game via the library and NOT via a shortcut or the desktop icon.
Games can usually be played without internet connection, maybe this doesn't work with EA App, I don't know. I just wanted to be polite and mention a way how to run the game without having to start it via EA App and from my experience, I know it works this way. But like I said, I don't know if internet connection is necessary because of EA.
The OP would have to connect his Steam account to the EA app no matter what, so that's a given.

1. Buy the STEAM version of the game
2. Go offline by relaunching Steam in offline mode.
3. Profit. Launch TS4 without Steam network access.
Hi EA is scummy and incompetent but under US law (as well as many other countries) you can legally bypass it by doing the following steps
Step 1: Get a CD of sims 4 (does not have to work just you need a CD for it to be legal)
Step 2: download an old version of origin
Step 2a: download an old Rom of sims 4 (under US law if you own a physical copy of a game you are allowed to make and use Roms so long as its for your personal use and you don't share them)
Step 3: edit the config files of origin to launch in offline mode if internet is not available
Step 4: block the origin program from the internet using windows firewall
Step 5: open origin and manually force it to detect the rom of sims 4
Step 6: edit the launcher path in the steam install to open origin not the EA app
Step 7: launch steam
Step 8: thank the ghost of Mr.Rogers as he is the one who convinced congress to pass the laws protecting consumer rights for digital media that allow using roms to be legal when you own a physical copy of the game
Honestly it is easier just to play the Rom without steam or to add the rom as a non-steam game in the steam app I did this for my own game just to spite EA and for the principal of the matter
Note: this also works and is legal in many other countries but I only know US law so you will have to see if its legal under your local laws
