if all you want to do is control them you can use pets.toggle_selectable_pets But yeah if you want them to have a job you need a mod. The pets.toggle_selectable_pets command needs to be used every time you change lots.

I find it very odd this isnt default, but who knows what goes on in the minds of the sims team.

pets.toggle_selectable_pets will not ruin your game, and the cheat will work. You may have to use testingcheats on first before you do it. The code certainly works, its very useful with horses and it helps to keep a better of cats and dogs needs.
