Yes, it took be several attempts of installing and uninstalling to eventually reach a resolution. Sorry to hear you had to make a double purchase. I wonder if that'll introduce a new issue if you own the expansions on both platforms.
I re-read my post above and I guess for anyone skimming it, the crux of my issue was that I had two versions of the Sims 4 installed. An EA Launcher version and a Steam version; and essentially two sets of files. For whatever reason, Steam still calls upon the EA Launcher so it created a conflict.
OneDrive was the wrench in the system because it prevented me from fully uninstalling the EA Launcher version of the Sims 4.
TL:DR - Disable anything that syncs My Documents (OneDrive, Google Drive, Dropbox, etc). Uninstall every version of the Sims 4. Only install the Steam version after your EA-Steam accounts are linked. Use the EA Launcher to install the expansions/packs/kits on the Steam version of Sims 4. Very convoluted...
I should note that someone reported a different work around where they were able to copy file folders from one version into the Steam version. Never tested it, but in case the above doesn't work for people, you can try and find out how they did it.
