Report a translation problem
Does your laptop happen to have Microsoft OneDrive installed and active? Check. It may be running without your knowledge. If you're running Windows check the ^ down by the clock or click the Start Button and type OneDrive when it opens (don't need a search bar just start typing a search will open) and see if it's installed.
If it is installed see what OneDrive is holding hostage, remove the files from OneDrive, then disable OneDrive, then uninstall it. Don't just uninstall release the hostages back to freedom, disable, then uninstall.
Also check to insure whatever anti-virus and security features active are not interrupting or declining access to the game or its files in any way. Set exceptions/exclusions in all of your security features to insure they're ignoring the game and its files.
3rd thing to check is that Steam is directed to where the game is actually installed through Steam if it's still saying it's not. Steam > Settings > Storage and check that where The Sims 4 is installed to is there and active.
If all this and other things you try we really don't need to use Steam if it works through the EA app. Try running it through the EA app and if it works play the game that way.
As Lady Aeleanor shared we shouldn't have it installed twice. That can cause conflict issues. If you get it working though Steam uninstall it from the EA app, if it works through the EA app uninstall it from Steam.

I'm a bit confused too. I know that OneDrive is microsoft's file back up system. Every time you quit The Sims, it will upload your save files to their back up servers even though it never asked permission. But I'm not sure what it has to do with this particular problem? I thought this was more of a Steam/EA account syncing problem.
(b) It can interfere and cause problems with games such as The SIms 4.
Ok I didn't realise that it actually made changes on our drives too, I suppose I shouldn't be too surprised, Microsoft acts like it owns all our PCs sometimes.
Also right now I am having MAJOR issues in the EA App it's not downloading ANYTHING
